Your answer may tell you which side of the debate you are on when it comes to China and climate change.

Mighty China is the trainee superpower whose economy is growing at 10% a year, and has a permanent seat on the United Nations Security Council.

It has nuclear weapons, has just sent a rocket into lunar orbit, has one-trillion US dollars in reserves and is the world's second largest emitter of greenhouse gases.

Humble China is the poor developing nation which has tens of millions of people in poverty.

Its barefoot farmers still cart oxen across fields, its GDP per capita is $2,000 (putting it between the Democratic Republic of Congo and Samoa) and its per capita greenhouse gas emissions are one-fifth of those in the USA.

Bridging the divide

The West tends to picture mighty China.

Since 2000, Tim Brooker has filed at least four state and federal lawsuits against various officials in Arkansas and other states. Brooker also has been a defendant in at least two civil lawsuits during that time, records show.

All of the lawsuits were thrown out and none resulted in judgments, records show.

Brooker is one of three former professors suing Oral Roberts University, Richard Roberts and other defendants.

A 24-year old man was shot to death overnight as he stood outside his Englewood neighborhood home, police said.

The victim, identified as Edward Moss, was on the sidewalk in the 400 block of West 57th Street about 1 a.m. when a gunman approached on foot and opened fire, Chicago Police Officer Amina Greer said.

"Witnesses said they heard several shots and then saw the victim lying on the sidewalk," Greer said.

World Bank Fund Will Pay to Leave Forests Standing

The facility is a new source of revenue for the more than 1.2 billion people who depend on forests for their livelihoods.

Nine developed countries and a nongovernmental organization have already made financial commitments totaling US$160 million to the Forest Carbon Partnership Facility. The largest contributor to date is the government of Germany.

"We must not lose another day when it comes to climate and forest protection", said German Development Minister Heidemarie Wieczorek-Zeul. "I am very pleased that in our capacity as G8 President, Germany was instrumental in helping to develop the Forest Carbon Partnership Facility."

Germany will contribute US$59 million (40 million euros) to help developing countries conserve their forests and mitigate climate change.

Planning Commission approves landfill zoning request

The Chattanooga-Hamilton County Planning Commission voted 6-5 today to approve a request to rezone a 192-acre tract of land in Harrison for a privately owned landfill.

Dozens of residents from the area, which is between Birchwood Pike and Harrison Bay Road, crowded into the County Commission chamber to voice opposition to the proposal.

Residents have voiced concern that the landfill would lower their property values and contaminate water in Harrison Bay and the Tennessee River.

Representatives from the company that is planning to build the new landfill, Environmental Materials LLC, argued that property values in the area have increased despite three landfills already in the area. They also said federally mandated liners would protect groundwater.
