I'm going to concentrate on over-the-counter shopping. (If you're shopping on the net, have a look at Alison Hunt's article: How To Shop Safely Online This Xmas). Faulty Or Damaged: If an item is faulty or damaged (and was not sold to you as such), you are entitled to claim a full refund. If you have already 'accepted' an item (usually by retaining it for a reasonable period of time before taking it back) you may not get a full refund, but you can claim a repair or replacement. In this situation, a partial or full refund may still be considered if repair or replacement isn't possible, if you've waited for an unreasonable length of time or have suffered a lot of inconvenience. Remember -- if there's something wrong with a purchase, you don't need to produce the receipt to seek redress.

The observers accuse Putin of breaking international commitments and abusing his power to secure 315 of the 450 parliamentary seats (The Times, 12/4/07). Europe and the U.S. were quick to express their alarm at the report and urge investigations into the election process (Yahoo! News, 12/3/07). Opposition parties have not remained quiet, but have instead attacked Putin (United Press International, 12/3/07) and the election reforms he conveniently put into place before the votes were tallied. Myanmar rejects calls to include Suu Kyi in reforms (Yahoo! News, 12/3/07) The military government in Myanmar refused to include pro-democracy leader Aung San Suu Kyi in their "road map" to democracy.
Donor Leaves Gold Coin in Arizona Kettle
(AP) PRESCOTT, Ariz. - Now that's spare change. Salvation Army volunteers were doing a routine count of donations dropped into area bell-ringers' kettles when they came across a $50 gold coin. The one coin _ a 1998 American Eagle containing an ounce of gold worth about $800 _ made up in one package a shortfall in collections so far this year, Salvation Army Maj. Kyle Trimmer said Wednesday. Trimmer said an anonymous donor placed the coin in a small envelope and dropped it in a kettle outside a Prescott Valley Kmart. The coin was found Tuesday as Trimmer joined volunteers counting the change and paper money from 28 kettles in Prescott and Prescott Valley. "We were excited," Trimmer said. "I just opened a package and said, 'Hey! We have a gold coin here.'" Trimmer said the Salvation Army raised $105,000 during last year's kettle campaign, and hopes to exceed that amount this year.

Bill Clinton said that she would have more ability to revise the health care system than rival Sen. Barack Obama (D-Ill.). He said, "It's one thing to have good intentions; it's another thing altogether to change the reality of people's lives" (Kornblut, "The Trail," Washington Post, 12/10). Former Sen. John Edwards (D-N.C.): The Washington Post on Tuesday examined how Edwards, the first major Democratic candidate to announce a proposal to expand health insurance to all residents, hopes that "his emphasis on domestic issues, rural policies and middle-class economics -- coupled with his sharp tongue and broad electoral appeal -- will be enough to push him ahead of Clinton and Obama" (Kornblut, Washington Post, 12/11).
